When you access the vehicle usage tab in a vehicle asset, you are manually editing or adding usage. You may be entering current data or may be entering historical data. Either way, it is documenting data and not checking out a vehicle.
Because you are only modifying data, the system does not consider whether or not the vehicle is already checked out. That means, if the vehicle is already checked out, you can check it out again. This is not the case when you use the checkout link on the dashboard or when you check vehicles out using the portal.
