The main difference between partners and organization groups is...
A Partnership does not appear to be a group of organizations, it's just additional metadata around a single organization (i.e., the organization using IMPOWR would register organizations they work closely with as partners to track extra information that we don't have on regular organizations – for example, the Arc Collaborative has multiple Arc partner organizations - all provide data on retention, which the Collaborative then reports on).
Organization Groups are instead just a grouping of organizations. Groups can be used for anything - we use them on the collaborative to identify the list of organizations that get the metric form and for reporting. Partnerships and organization groups can be used with anything in the system they are integrated with or can be used for custom reporting.
