How does the configuration setting Restrict Access to Program Staff work

When the "SAP Work Queue - Restrict Access to Program Staff" is enabled, enabling this will show programs on the dropdown list where the user is a staff member assigned to a program or the user is the manager of a staff member assigned to the program (nothing to do with SAP's or roles).
