How do I create an SAP without POMS Goals

To create an SAP (Staff Action Plan) without POMs Goals... on the edit program screen (program operations tab), there is an option for goal type. This should be POMs by default, but you can change it to one of the other options.
After changing this, when you go to add a goal to someone’s SAP that is assigned to that program, you’ll get a different list of goals to choose from (instead of the POMs Goals).
Setting up the goals
You can set up these separate goal libraries from here in the configuration section:
Each of those separate goal types you can see on the program edit screen are tabs on this screen. All the POMs factors and goals are under the POMs tab, but you can create complete separate goal libraries under any of the other tabs.
Once those are created and you changed the goal type on the program edit screen, adding new goals to a Staff Action Plan under that program will allow you to pick from this separate goal library. Adding supports and anything else after adding the goal to the plan should follow the same typical process.
