How do I complete a Staff Action Plan POMS action after the scheduled date

The Staff Action Perform screen displays the working date and the frequency of the action.
When Performing the action and then clicking on save the data or save and mark as completed, the system will check the expected action date and time versus the current date and time. If the deviation is greater than or equal to the allowed deviation threshold, then a window will pop up where the user can enter a reason explaining the delay. This deviation will be saved to the staff action data log with the completion data.
The allowable deviation Threshold is set in the Program Operations tab when in the Program Edit mode:

The current date and time is 9:05AM on 10/24/2023. The Action was supposed to have been completed on 10/2/2023 at 9:01AM, but the user missed the entry.
Upon completing the action, the system identifies the completion of the action is occuring beyone the allowed deviation threshold. A window pops open to allow the user to enter a reason for this deviation:
The reported deviation is associated with the EVV (Electronic Visit Verification) information, which is reported to the state. As part of the 21st Century Cures Act, EVV is mandated for all Medicaid personal care services (PCS) and home health services (HHCS) that require an in-home visit by a provider.
