When everyone signs and 'approves' a Staff Action Plan, we enable the 'Approved' button. You still need to click that when you are ready to approve the plan.
The system does not automatically approve the plan when the required signatures are all clicked because you may not want to do that until the optional signatures are signed...since it does not "know", you need to approve it.
