Approach for Staff Action Plan Billing by Day for Residential and Day Services
Billing is a multi step process...
Anything defined work activity will be identified in the Services Inventory library.
This gives us a way to define any type of service we want at any time, and the ability to set pricing and how that price varies over time. The services are typically segregated by category and pricing is defined for each service.
Users can define sets of Billing Rules.
The Billing rule set identifies a set of available services (pulled from the Service Inventory). For each of those services, the user can establish a set of special attributes/rules (somewhat like the “visibility rules” used in program workflows), that can be used to make the service available for selection or not.
Each Program is linked to a Billing Rule Set.
Once a service record is generated for a person, that becomes the official record, so the Billing ruleset can change over time as contractual terms for a program change.
The ‘Staff Action - Billing Opportunities’ page will show all the people in a program for a given date.
For each daily-person-claim, the list of available services (from the linked Billing rule set) appears as a selectable option. When auto-applied, the system will use the Billing Rule Set automation rules to auto-select the appropriate billable service.
Once assigned, the billable service will appear on the account’s service history and be invoiceable just like any other billable service.
From there it can be associated to an invoice and exported and tracked like we do for any other billable service. The invoiced amount will be reflective of pricing on the date of service, not the date of invoicing.
Once linked to an invoice, the service selection will be locked (unless the invoice is cancelled).
In addition to the above, we have also implemented a tool which enables adjustments to the invoiced pricing, if pricing for a service is changed in a retroactive way (up or down). It not only applies to the day charges but any kind of billed service.
