How do I how a change what a person involved in an incident is called

Since not some agencies do not call those involved in incidents "Victims", agencies can decide what they want to call the victim and update their Incident Workflows with that label.
The change is made on a per Incident Type basis, meaning you can use different labels in different Incident types.
To make this change, in the Incident Workflow setup, select the name you want to use instead of "Victim", and enter it into the Incident Type Options panel.
Upon saving the Incident Workflow, that change will impact multiple fields, including the following:
Changes made to an existing Incident Workflow type are backwards compatible. This means if you update an existing workflow, all previously submitted Incidents of that type will be updated to reflect the new label.
