How can I update the billing rule 'Supports all start on or after a certain time'

The time (hour) is user configurable in the Billing Rulesets. It uses the hours 0 to 23. Setting the hour to 15 is for 3PM, which gives agencies what they want, but also provides the flexibility to use different time thresholds if that is better for their needs.

Once you select the rule for the Billing RuleSet (you can access Billing Rule Sets a few ways including from the Program Operations tab in the Program, or from the Configuration Reference Libraries), go into Edit Mode.

In there you will see where you can enter settings like the number of minutes with certain group sizes, number of supports with different group sizes, session minutes, and the time for the rule: Supports all start on or after a certain time:
