There are tag related permissions in the entity rights - under the account entity rights to be able to add Tags to an account. You need the "new entity tags" right to create new tags that nobody has used before on an account. Without that entity right, you just need permissions to edit the account in order to remove tags or add tags that have been used before (tags that show up in the suggestions while you're typing).
